new ATC configuration, because of maybe bugs due to cargo. There are now 2 gate config, one for cargo (as real live) and one for less cargo

please rename it to EDDP.txt, which one you use

@Eugeny: with full cargo, there are no movements at the airport, maybe bug or what else ?

try it and give feedback

INFO: real life: stands 200+, 400+ and 500+ are only for cargo flights (DHL and other parcel services hub)

@eugeny: what means cargo and static in gates editor exactly. What does x-life with these stand types?
